William Fogleman, 11, of Fayetteville watches as one of the many kittens up for adoption at the Washington County Animal Shelter in Fayetteville attacks his shoelace Monday afternoon as he volunteers his time to play with the animals at the shelter. The Washington County Animal Concerns Advisory Board reviewed an ordinance to put microchips in dogs outside any city boundary in Washington County if the dog is found running loose outside property lines.
